‘residence permit’ means: (a) all residence permits issued by the Member States according to the uniform format laid down by Council Regulation (EC) No 1030/2002 of 13 June 2002 laying down a uniform format for residence permits for third-country nationals (16); (b) all other documents issued by a Member State to third-country nationals authorising a stay in, or re-entry into, its territory, with the exception of temporary permits issued pending examination of a first application for a residence permit as referred to in point (a) or an application for asylum;

1. For stays not exceeding three months per six-month period, the entry conditions for third-country nationals shall be the following:

(b)	they are in possession of a valid visa,..., except where they hold a valid residence permit;

Notifications

1. Member States shall notify the Commission of:

(a)	the list of residence permits;

То есть, в принципе такую бумажку можно считать как допустимый для перемещения ВНЖ (не до конца мне ясно, не является ли она исключением согласно пункту 15(b), но вроде нет), но, поскольку в списке такой бумажки не значится, возникнут законные вопросы относительно нее - а то откуда итальянцы какие-нибудь или поляки должны знать, настоящая эта бумажка или подделка, они ее даже прочитать не факт что смогут. Так что тут как минимум технические сложности с посещением шенгенской зоны возможны. ТС, думаю, ситуацию для себя разъяснил.
