Visum für Urlaub in Kroatien = JA/NEIN

Hallo zusammen,
ich möchte mit meiner russischen Freundin Urlaub in Kroatien machen.
Ich hab nun die Unterkunft gebucht und die Bestätigung des Hotels auf den Namen meiner Freundin ausstellen lassen. Im kroatischen Konsulat haben sie gesagt, das man ein Visum braucht. Bekannte haben gesagt, dass sie ohne Visum gefahren sind, weil die Bestätigung des Hotels reicht.
Will das kroatische Konsulat einfach nur das Visum verkaufen oder reicht die Bestätigung vom Hotel? Hat jemand Erfahrungen oder Tipps?

Passport (must be valid for period of intended stay) required.
Visa not required for a max. stay of 90 days provided:
- travelling for business purposes and holding letter of
invitation; or
- on a private visit and holding letter of guarantee approved
by Croatian authorities; or
- traveling with a tourist group and holding hotel voucher.
Minors (up to/incl. 18 years of age), when travelling without
parents or legal guardian, must hold written permission, signed
by the parent(s) or legal guardian, which must be legalised by
a Croatian embassy or local authorities. If not legalised at
the embassy/consulate, an official, legalised translation into
Croatian will be required.
Those exempt from the written permission are when:
- travelling with a standard IATA UMNR form issued by the
carrier and signed by the parent(s) or legal guardian; or
- travelling as part of a group of minors which is accompanied
by their teacher/professor who is in possession of a list,
of the participants, which has been stamped by the
educational institution organising the excursion; or
- travelling as part of a group of minors, listed on a
manifest, issued and stamped by a bona fide organisation,
guaranteeing that the minors' stay in Croatia for the purpose
stated on the manifest.
Visitor must hold:
- return/onward ticket; and
- all documents required for next destination; and
- sufficient funds (at least EUR 100.- per day of stay or
EUR 50.- per day of stay if holding confirmed invitation or
tourist voucher).
Non-compliance with entry regulations may result in deportation
of passenger and fines for transporting airline.
