вариант раз ..старый :
карточка " анти код " из руского магазина стоит 4евро или сайт "эко"..минута стоит 4 сента на "другие " города на фестнет, но не берется плата за соединение.
но береться гебюр 50 сент \месяяц с привязкой к твоему номеры(т.е. пинкод вводить только один раз)
вариант два ..новый:
регистрация на сайте айпителефонии(на прримере "voipcheapcom" ..платишь 10европлюс ндс, привязываешь мобильный свой "васе " номер, потом звонишь на россию-фест 1сент про минута и 3 сента мобилтелефон
