This paragraph regulates the situation of Russian close relatives travelling to the Member States to visit Russian citizens legally residing in the Member States and reciprocally, i.e. EU citizens close relatives travelling to the Russian Federation to visit an EU citizen legally residing in the Russian Federation. Russian visa applicants who are family members of a Union citizen shall be issued visas free of charge, as soon as possible and on the basis of an accelerated procedure, in accordance with Article 5 (2) of Directive 2004/38/EC of 29 April 200414.
