Xmmm... If employer don't like to wait until I will find a place where I can stay - he may rent a room in B&B or another siutible place for first time. This is in practice in Ireland - when I come first time in Ireland - employer pay for B&B over that for a month and the same was happen on current work place - B&B for almoust two weeks and secretary look for available appartment/houses. 
In Germany, as I remember, this also was not a problem - initial contract (but it was not a my own contract) contain a position about place for living.
