Нет, это слишком поздно. АВН обязаны принимать решения по ВС в течение 90 дней с момента получения полного заявления:

Можно, если до получения ВС на руки не планируется выезжать за пределы Германии. Хотя даже в этом случае желательно иметь на руках более-менее стандартный документ (Fiktionsbescheinigung).
