В чем именно заключалась дезинформация?
Ему сказали,что он может слетать в американскую часть Самоа и вернуться на континент
Он же решил не ограничиваться только американской частью и побывал в западной (немериканской)
Какая дезинформация?

Поэтому не ясно, почму же его не пускают назад
Птому что
- American Samoa является частью амриканской территории, но не подчиняется U.S. immigration law. И его не информировали об этом чиновники
Или потому, что он покинул American Samoa (и заодно территорию США) и

если первое, то виноваты чиновники
если второе - то сам
