on commercials servers it is important to split the files into different partitisions so the restoration of a crashed system will be much faster, however due to the journaling on ext3 the price is the R/W speeds. The journaling system is basically records every change in real time so the data lost will be minimal on hardware faliure / power failure while its writes to the harddisk.
any ways you can backward the EXT3 to EXT2 just by disable the journaling on it.
To my opinion safety is first, and if u need to add some speed to the system, do it by other way then changing the FS.
ps
on home stations I would not even bother to split the FS.
however on my system i did split it but i added an external HD mounted to /beckup (ext3) and i put every think that maybe important.
