Виктор, я нигде не смог найти источники, которые бы подтверждали тезис о том, что закон 1953 года вначале не разрешал немцам из СССР репатриацию в Германию, и что только благодаря землячеству РД немцы в СССР попали в ту же категорию, что и остальные немцы из восточной Европы.
Привожу источник на английском языке, в котором однозначно говорится, что закон от 1953 года распространялся и на немцев из СССР.

Starting in 1953, persons of German origin who
settled in Central Europe (outside the frontiers of the former
Reich), Eastern Europe, and the USSR, could obtain the right to
emigrate to the Federal Republic of Germany through specific
authorization; this category of persons were allowed to settle in
the Federal Republic of Germany and to obtain German
citizenship. Because of this, Germans originating from the Eastern
regions of Central Europe and from Central Asia had privileged
admission to the Federal Republic of Germany. Therefore,
the traditional German concept of nation and citizenship, based
on ethnic criteria, was maintained, and further reinforced within
the collective consciousness
