3) EBU Members from a total of 24 countries will compete in the Final.
14 countries have secured their place among the 24 spots available in the Final: the winner plus the nine other highest scoring countries from the 2004 Eurovision Song Contest and the four largest countries in the competition (i.e. France, Germany, Spain, and the UK). The performers from these 14 countries shall not participate in the Semi Final.
For the 10 remaining places in the Final, the rest of the countries will have to compete in the Semi Final. A maximum of 26 countries are allowed to take part in the Semi Final event.
