Да видела я всё это. Факты убийства и применения бомб никто не отрицает.
А вот откуда прилетели эти бомбы, они и сами не знают, только утверждают, что они есть.
Нет у них никаких доказательств - только показания "очевидцев", как они сами и пишут в статье по Вашей ссылке: "While it was not possible to conclusively determine responsibility for many of the attacks...".
А на месте преступления они не были - их туда эти самые очевидцы как раз и не пускают.

There was an official ceasefire between government and rebel forces at the time of the attacks. Active fighting continued, however, around the airport, approximately six kilometers from the cluster munition impact sites. All the cluster munition attacks in Donetsk took place within one kilometer of a government institution apparently used by rebel forces, which might have been the target. Rebel fighters guarding the area did not allow Human Rights Watch to enter the territory. Human Rights Watch observed a vehicle with a twin-barreled anti-aircraft cannon mounted on the back in the same area.
