The Bush administration slated the initial deployment of a missile defense system for summer 2004, a move criticized as "completely political," employing untested technology at great expense. A more appropriate criticism is that the system might seem workable; in the logic of nuclear war, what counts is perception. Both US planners and potential targets regard missile defense as a first-strike weapon, intended to provide more freedom for aggression, including nuclear attack. And they know how the US responded to Russia's deployment of a very limited ABM system in 1968: by targeting the system with nuclear weapons to ensure that it would be instantly overwhelmed. Analysts warn that current US plans will also provoke a Chinese reaction. History and the logic of deterrence "remind us that missile defense systems are potent drivers of offensive nuclear planning," and the Bush initiative will again raise the threat to Americans and to the world.

US economic warfare against Cuba has been strongly condemned in virtually every relevant international forum, even declared illegal by the Judicial Commission of the normally compliant Organization of American States. The European Union called on the World Trade Organization to condemn the embargo. The response of the Clinton administration was that "Europe is challenging 'three decades of American Cuba policy that goes back to the Kennedy Administration,' and is aimed entirely at forcing a change of government in Havana." The administration also declared that the WTO has no competence to rule on US national security or to compel the US to change its laws. Washington then withdrew from the proceedings, rendering the matter moot.

There▓s a good study of this by William Preston, Ed Herman and Herbert Schiller, Hope and Folly, which documents the history in detail. I don▓t think there was a single review of the book. William Preston is a historian of the U.N. He commented on the irony that after the United States condemned UNESCO for attempting to undermine the free marketplace of ideas, the U.S. demonstrated that there is no free marketplace of ideas by refusing even to publish the refutations of the lies. That▓s exactly what happened. Ed Herman has a detailed accounting, as he usually does, of the media coverage and how it worked - and the refusal to allow refutations to appear and the continual lying after it was known to be false.

Richard Nixon's death generated much fanfare. Henry Kissinger said in his eulogy: "The world is a better place, a safer place, because of Richard Nixon." I'm sure he was thinking of Laos, Cambodia and Vietnam. But let's focus on one place that wasn't mentioned in all the media hoopla- Chile-and see how it's a "better, safer place." In early September 1970, Salvador Allende was elected president of Chile in a democratic election. What were his politics?
He was basically a social democrat, very much of the European type. He was calling for minor redistribution of wealth, to help the poor. (Chile was a very inegalitarian society.) Allende was a doctor, and one of the things he did was to institute a free milk program for half a million very poor, malnourished children. He called for nationalization of major industries like copper mining, and for a policy of international independence-meaning that Chile wouldn't simply subordinate itself to the US, but would take more of an independent path.
Was the election he won free and democratic?
Not entirely, because there were major efforts to disrupt it, mainly by the US. It wasn't the flrst time the US had done that. For example, our government intervened massively to prevent Allende from winning the preceding election, in 1964. In fact, when the Church Committee investigated years later, they discovered that the US spent more money per capita to get the candidate it favored elected in Chile in 1964 than was spent by both candidates (Johnson and Goldwater) in the 1964 election in the US!

Because the National Security State is U.S.-sponsored and supported and meets U.S. criteria on the fundamentals, there is another important international consequence: the mass media in the United States play down and essentially suppress the evidence of the enormous inhumanities and institutionalized violence of these U.S. satellites. The trial of a single Soviet dissident, Anatol Shcharansky, received more newspaper space in 1978 than the several thousand official murders in Latin America during the same year, not to speak of the vast number of lesser events such as tortures and massive dispossession. Information on Latin American horrors is readily available from church and other sources eager to tell the ghastly story, but-to put the matter baldly-the sponsors of class warfare under subfascism are hardly eager to focus attention on its victims. Just as in the case of warfare in Vietnam, both killing and ruthless exploitation at a distance are best done by proxy or through impersonal machinery, with eyes averted. The Free World establishment wisely chooses to focus on movements of the "gross national product" of Brazil, without too much attention to who gets what and how. The Free World media also concentrate on "terror," defined as we have seen so as to exclude official violence by definition; and the media allow the world of subfascism to be viewed largely through the eyes of the torturers and U.S. officials and businessmen. U.S. power and interest have put a communications lid on the fate of the great majority of the population of Latin America under U.S.-sponsored subfascism. Thus the churches fight a lonely battle as the last institutional protection of the mass of the population, with the primary enemy an absentee ownership interest supported by a super-power. In Latin America it is widely recognized that the origin and preservation of the National Security State rests on U.S. support. It is the ultimate Orwellism that this same superpower is thought in the West to be fighting a noble battle for "human rights."
