Gordon Brown had insisted on the suspension of negotiations on the accord with Moscow but that was resisted by some EU governments who cautioned against "the situation spiralling out of control", according to a European diplomat.
However, Germany, the Scandinavian countries and the central Europeans backed Britain's demand. Brown also successfully lobbied for the summit statement to pledge Europe to reducing its dependence on Russian energy supplies.

The European Union issued a release there noting that the talks with Russia are essential, and the resumption of negotiations is the best way to carry out common cooperation goals.
However, Brussels clarifies it does not mean accepting the "status quo" in Georgia, in regards to the Kremlin recognition of the independence of the separatist republics of Abkhazia and Southern Ossetia.

WARSAW. NOVEMBER 14. INTERFAX CENTRAL EUROPE - Negotiations of a new framework agreement between the European Union and Russia may help restore Georgia's full sovereign control over its territory, Polish Prime Minister Donald Tusk told reporters on Friday.
"I share the position of the entire European Union and [French] President [Nicolas] Sarkozy when it comes to need to talk to Russia," Tusk said. "I reiterate Poland's position made at the start of the
Georgian conflict that a good conclusion of the EU-Russia negotiations that also lies in the Polish interest will be possible after Russia meets the conditions that it itself imposed after the start of the
conflict with Georgia - after the pullout of all Russian soldiers from the areas seized after the start of the conflict."
"It seems that negotiations may be a way of getting to a conclusion that will be satisfactory also for Georgia. What's at stake now is Georgia getting back its sovereign rights to its territory," he added.
The Polish government earlier gave its consent for the return of negotiations between the European Union and Russia on a new framework agreement.
The decision came against the will of Polish President Lech Kaczynski who, together with Lithuanian President Valdas Adamkus, called on the European Union in November not to restart the negotiations with Russia because of its military intervention in Georgia.

А вот совместное обращение шведского и английского министров иностранных дел о причинах возобновления переговоров (это по вопросу о "прозрении"):

"Russia's disproportionate actions in the summer against Georgia - in clear violation of international law - continue to cast a shadow over the EU's relationship with Russia. It has changed the character and atmosphere of the EU's cooperation and political dialogue with Moscow.
"Sweden and the UK welcome the fact that Russian troops have withdrawn from the areas adjacent to the breakaway regions of South Ossetia and Abkhazia in a way that has enabled EU monitors to start to deploy.
"However, we are deeply concerned that Russia has not yet withdrawn to its pre 7 August positions as the EU has made clear that it must. We therefore urge Russia to fully implement both the 12 August and 8 September EU brokered peace agreements. We are also concerned that OSCE as well as EU monitors have still been prevented from entering South Ossetia.
"We continue to support Georgia's territorial integrity and urge all parties to take an active and constructive role in the Geneva talks that will recommence on 18 November. We applaud the commitments made at the donor conference on Georgia on 22 October and look forward to their being carried through.
"We need and want to work with Russia. Negotiations on the agreement are a pragmatic way of pursuing our interests across a range of important issues, like energy, climate change and trade, as well as deepening the rules based framework to our relationship. At the same time, we look forward to deciding what further actions the EU might take in the light of its review of other EU Russian activities.
"We believe that the EU should be clear about the basis on which it is resuming the negotiations. We are not returning to business as usual, nor are we turning the page on the conflict in Georgia. The EU will stick to the tough mandate that has been agreed for the negotiations.
"We will also ask other EU Ministers to agree to keep the overall EU Russia relationship under regular review. We are confident of the possibility of maintaining the unity of the Union around this hard headed approach".
