On 30 November 1994 the European Union Council introduced a travel facilitation measure known as the Joint Action on Travel Facilities for Schoolchildren from Third Countries Resident in a Member State. This allows schoolchildren from third countries who are resident in Germany to travel to the United Kingdom in school groups without the need to obtain visas. Please Note that this concession does not apply to students at Further Education Colleges or Universities. To qualify for this concession the children:
Must be resident in Germany.
Must be travelling in an organised school party.
Must have their details (name, date of birth, nationality), and a photograph, included on a form verified by the school-s head teacher. This form is called a ?Liste der Reisenden┐, and the school should obtain this form from the local town authorities (Landratsamt, Ausländeramt). The document should be authenticated by the responsible authorities.
The children will also be required to be in possession of a valid travel document, e.g. a passport. Children are not able to travel using a parent's passport.

Так что спрашивать надо не в "Вашем", а в анлийском консульстве.
