Nevertheless I am not quite sure at the moment whether your wife fulfils the qualifications for a permanent residence card since she left UK on 8 February 2014 and returned 5 September 2014 since this exceeds the time period of six months. According to Article 16 (2) of the Directive 2004/38/EC family members who are not nationals of a Member State and have legally resided with the Union citizen in the host Member State for a continuous period of five years shall have the right of permanent residence. Nevertheless the continuity is affected if the applicant left the Member State for more than six months, Article 16 (3) of the Directive 2004/38/EC. Considering these circumstances I suggest that your wife applies for a residence card under Article 6 (2) of the Directive 2004/38/EC in order to be able to stay in the UK. By the way I would like to inform you that your wife has the right to exercise your freedom of movement and residence with you under the Directive 2004/38/EC anyway.
