Да, конечно. Я знаю что такое Magister. Но обычно для поступления на 2 степень требуется как минимум диплом бакалавра, а здесь нет. Обычно проводится селекция а здесь open admission. Кроме того этот факультет был в списке degree programmes, а это программы "с ноля":
