Красным я выделил свои варианты ответов. Но меня терзают смутные сомнения... поэтому спрашиваю здесь Вашего мнения.

- здесь уже подразумевается что используется пинг.
поэтому пинг вместо арп, арп уровнем ниже. Особенно если учесть "Layer 3 connectivity issues".

ip, routing - layer 3,
http - выше четверного

в этом сценарии WAN эмулируется через "serial connection", это ниже IP, поэтому layer 2 должно быть ок.
